Dear Members

Very Shortly you will be receiving a ballot paper consulting you on the "proposals" made by the employer.  In your mailing you will also receive a letter setting out the branch position and the wording of a motion passed by branch committee.  Those of you who received a London Living Wage top up (spinal points 6- 8) or received £250 as you earn less than £21k (up to spinal point 18) will have this deducted from the pay award.  I'm seeking clarification as to whether the unconsolidated lump sum will still be paid.  This is one reason why the pay proposal must be rejected.  It doesn't even deliver the Living Wage for Local Government Employees - said to be the priority objective.

The majority of our members are bunched between spinal points 20-30 and for these members the additional amount added since September 25th is a maximum of £34.  In total the award is 1.1% for each of the two years with a large part of that unconsolidated.  The NJC committee rejected these proposals on the 25th  September and our branch believes they should be rejected by the membership.  We know this means more industrial action with no guarantee of victory.  However this wouldn't be until the spring and closer to the general election where the "cost of living" will be high up the agenda.

I sat in a meeting with a member this morning who was choosing redundancy because they need to clear personal debt built up as a result of low wages and no incremental progression over the last 5 years.  Pay Poverty is a crime against society and we must fight against it!

Once you receive your mailing please vote!  the participation rates will be closely scrutinised and a poor turn out will mean the end of our pay campaign for two years!

UNISON mobilises to break Government pay freeze with activity taking place in all service groups.

Local Govt: 70% of members reject 1% pay offer. Industrial action ballot opened 23 May
Health: conference decision to organise sustained pay campaign up to and including industrial action following Government imposing a pay freeze on all staff due an increment rise, and awarding just 1% to those at the top of the scale
Higher education: members consulted on 2% pay offer for 2014/15.
Energy & voluntary sector: negotiations continue

The various pay disputes will be conducted by the separate service groups, however the union is committed to a union wide campaign to break the pay freeze and the region intends to run a cross service group campaign on pay wherever possible.
